Summary
Morales had rewritten the Constitution so that the north could receive more power. The original was also vaguely written, and there are much troubles in rewriting it. The main reason for this rewrite was because the Indians of the north have caused riots, and in order to appease them, Morales had to give them representation. The troubles in the new charter include the fact that lowlanders (well, some of them) aren't entirely too fond of that.
Emotions over Article
It's a good decision, in my opinion. Equal representation is important, as to stop unhappy civilians from torching buildings in riots and such violent actions. Morales has made a respectful decision -- even if it makes him less popular in the lowlands, this decision makes him a good man because of his ideals of equal representation.
Article and Politics
This article relates directly to politics because of the fact that the President of the State is rewriting a Constitution. The Constitution is the law of the land, and therefore the most important part of politics. Amending -- no, rewriting the Constitution is a very serious matter that must be done carefully, as with all political issues.
