Culture is a very important part of a country, whether or not the government decides to incorporate itself in it. This is evident when the countries of Peru and Bolivia clash over the origins of the Diablada, a devilish headdress. The argument got so intense that the culture minister threatened to go to International Court just to prove the the Diablada is a Bolivian article. It was later said that the Diablada has roots in both countries, and that Bolivia cannot take a stand such grounds. While both countries unduly prefer peace, it seems as though this argument surfaced from the maritime tensions between the two.

Culture is a very important part of a country, whether or not the government decides to incorporate itself in it. While I think a secular government is most effective, I can still respect an encultured government. However, a government's effectiveness is greatly decreased when they talk about a hat that belongs to them and them only and cannot be shared with other people. Give the man your bullet.
